Summary
This book offers a critical and practical framework for international development cooperation that strengthens the long-term autonomy and decision-making capabilities of African institutions.
The book examines vocational education and training systems, financing arrangements, power relations, project design, implementation and evaluation.
It provides operational methods and tools to assess cooperation proposals, negotiate responsibilities, identify dependencies, strengthen national capacities and evaluate results beyond contractual compliance.
Drawing on extensive professional experience, this reference handbook is intended for policymakers, training institutions, development partners, researchers, consultants and project managers.
About the author
Naji Brigui is a psychologist by training and an international consultant. Over more than thirty years in education, vocational training, career guidance, integration into employment and international cooperation, he has worked as a consultant, expert and project manager.
He has contributed to programme design, the drafting of terms of reference, tender preparation, consortium building, and the recruitment and mobilisation of experts.
These varied experiences inform his thinking on the relationships between cooperation, governance, institutional responsibilities and the autonomy of partner countries.
